The 'Eastern' settlements list is rather long, perhaps a far east column could be added. If this was set at those more 1500 from spawn in the x, currently seven settlements.

personally, I don't like the look of this layout. I think having a three by three is probably the best solution. The only thing I would say needs to be discussed is how far from spawn is still considered 'central', I think some where between 500 and 1000 would be good, probably to the nearest 250.
